Female government officers in Nepal strengthened practical skills in climate finance and GCF project development, with training highlighting women’s participation in climate action.
A three-day capacity building training on climate finance and Green Climate Fund (GCF) project conceptualization has been held in Kathmandu, bringing together female government officers from multiple sectors to strengthen their understanding of climate finance mechanisms and develop their skills in preparing GCF project concepts.
The programme combined technical learning with a strong focus on promoting women’s participation in climate finance processes and project development.
Throughout the three-day training, participants enhanced their practical and technical knowledge through expert presentations, interactive discussions and hands-on group exercises. The sessions covered the evolution of climate finance, international climate funds, GCF policies and programming and Nepal’s procedures for mobilising climate finance.
The participants also received training on preparing GCF concept notes, developing climate rationales for mitigation and adaptation, project conceptualization, problem and solution tree analysis, designing Theory of Change, stakeholder engagement, environmental and social safeguards, gender mainstreaming, GCF investment criteria, risk assessment and carbon markets.
A key component of the programme was collaborative group work, during which participants applied their learning to project development. Working in teams, they identified climate-related challenges, prepared problem and solution trees, developed Theories of Change, analysed stakeholders and refined project ideas in line with Nepal’s national priorities and the GCF investment framework.
The practical exercises enabled participants to translate technical knowledge into project design while strengthening their confidence in developing project concepts and concept notes.
During the closing session, participants said the training had strengthened their technical understanding of climate finance and underscored the importance of expanding women’s participation in climate finance initiatives. They also expressed appreciation for the opportunity to gain practical experience in GCF project conceptualization.
The training was organised under the Green Climate Fund Readiness and Preparatory Support Programme. IUCN Nepal is serving as the delivery partner to Nepal’s National Designated Authority to implement the readiness project, “Enhancing Country Capacity for Accessing and Implementing Climate Finance Interventions in Nepal”.
